The Economic and Financial Crimes Commission (EFCC) has re-arraigned a former governor of Abia, Orji Kalu, and two others on a 34-count amended charge bordering on fraud.
Mr. Kalu, his company, Slok Nigeria Limited and his former Commissioner for Finance, Jones Udeogo, were re-arraigned before Justice Anwuri Chikere of the Federal High Court, Abuja on Tuesday.
The defendants’ plea that the court should await the pending appeal by Slok before the Supreme Court failed.
Justice Chikere refused the defendants’ objection to their arraignment and ordered that the charge be read to them.
Mr. Kalu and others were, in the amended charge, accused of diverting about N3.2 billion from the Abia government’s treasury during Mr. Kalu’s tenure as governor.
They all pleaded not guilty to the charges and Mr. Chikere allowed them on bail on the terms attached to the bail granted them on April 30, 2008.
They had, eight years earlier been arraigned before Justice Adamu Bello, who is now retired.
The court adjourned the case till Dec. 6 for commencement of trial.

PYTHON BITES A MAN POSING SEFIES
Forest department officials in India have promised strict action after a python attacked a man when a group was trying to click a photo with the snake.
The incident took place on Friday after forest department officials removed the python from the premises of a school in northwestern Rajasthan State.
People in the group were posing for pictures with it after successfully capturing it.
Deputy Conservator of Forests, K.G. Shrivastav said the incident was unexpected as all officers were highly trained.
“I wanted the snake to be released in my presence, but the officials released it before I could reach the spot.
“I had no clue that civilians were also present at the spot and something could go wrong as all the officials are highly trained.
“Clicking selfies with the snake and releasing the photos publicly is an offence under the Wildlife Act and we will issue notice to all involved in this incident,’’ Shrivastav said.
The victim, Ashok Vishnoi, accepted that the incident happened due to carelessness on his part.
“The moment I received the news, I reached the location. I did not realise how close I was to the python and it attacked me. This is entirely my fault,” said the victim.
Vishnoi added that the mishap happened in a short span of time in spite that the rescue officials had a strong grip on the reptile.

The Ogun Police Command says it will prosecute a Pentecostal pastor, Wale Fagbere, who allegedly invaded a traditional shrine in Ketu area of Ayetoro in Ogun.
The Police Public Relations Officer in the state, Mr Abimbola Oyeyemi, said on Monday that the cleric would be charged for malicious damage and conduct likely to cause a breach of public peace.
He said, “What he did was wrong and so he must be charged to court. If it was the other way round too, they will also be charged to court.
“Everyone has a right to worship whatever deity one chooses without fear or favour, “he said.
Oyeyemi, however, said he could not tell in which court the accused would be arraigned as at press time.
Fagbere on Saturday attempted to pull down a traditional shrine in Ketu, Yewa North Local Government Area of the state.
But he was reported to have immediately gone numb upon entering the shrine, attracting a crowd to the scene.
He, however, regained consciousness after the traditional ruler of the town, Oba Abdulaziz Adelakun, intervened and directed that some some traditional rites be carried out on him.

It has been alleged that both the Peoples Democratic Party and the All Progressives Congress in the state are sponsoring some lesser political parties in order to make the smaller parties merge with their sponsors, which will then acquire their followers and supporters across the state before the election day.
Aidi. who addressed journalists at the UPN’s state secretariat in Akure on Monday, said the UPN was the father of all political parties in the South-West, adding that the party laid the foundation for development in Ondo State.
He said, ” It is not possible for us to be sponsored by Mimiko for the election. The platform on which we are is greater than that of PDP or APC. UPN is the grandfather of all parties in the South-West. “Even if there is going to be any endorsement, it is the UPN that will endorse any of them.
“The UPN is being sponsored by the entire Yoruba race and can never be sponsored by any government or any individual. We can never be stooges of Mimiko.
“Some other parties can form alliance with the PDP or APC, but we in UPN are independent; nobody can buy us with money. UPN will never merge with any party in forthcoming election.”

A terminally ill minor has been euthanized in Belgium, becoming the first child to be euthanized in the country since Belgium removed its age restrictions on euthanasia two years ago.
According to CNN, the child was suffering from an incurable disease and had asked for euthanasia, Sen. Jean-Jacques De Gucht said.
"I think it's very important that we, as a society, have given the opportunity to those people to decide for themselves in what manner they cope with that situation," said Gucht, a supporter of euthanasia legislation.
Belgium legalized euthanasia in 2002 and then in 2014 the bill was extended to those under the age of 18 with the provision that the child understood was euthanasia means. Parental consent must also be given.
"This can only be in cases of serious and incurable diseases, which is the same thing for adults ... but for minors an additional condition is that the death must be expected in the near future," said Jacqueline Herremans, president of Belgium’s Association for the Right to Die with Dignity.
Meanwhile, Pastor Denny Burke says that America is “not so far behind” Belgium’s precedent.
“If life is only reckoned as valuable based on utility or quality of life, then when society deems such lives unworthy of living consent may no longer be required,” he wrote in a column on his blog. “Utilitarianism can be a conscience-crushing, life-destroying moral argument. And we must oppose it wherever it raises itself up against the image of God (2 Corinthians 10:5). This is a slippery slope that we must not go down, but it appears we are already on the move.”

(On corruption) – Our quest is to ensure, through a combination of institution-building and judicial efforts, that public funds work for the public good, and that persons responsible for overseeing the use of these funds come to this task with the utmost sense of transparency and accountability. Earlier this year we signed up to the Open Government Partnership, a clear demonstration of our commitment to a radical departure from a past characterized by large-scale state-sponsored corruption. Let me also assure this audiences that we will continue to strengthen Government institutions established to address investors’ concerns.
(On the economy) – We are weaning ourselves from a historical dependence on crude oil, diversifying our economy, and putting it on the path of sustainable and inclusive growth. To this end, we have embarked on policies aimed at establishing an open, rules-based and market-oriented economy. We will continue to actively engage with the private sector at the highest levels to listen to your concerns and to assure you of our commitment to creating enabling policies in which your businesses can survive and thrive. Indeed, we have constituted a Presidential Enabling Business Environment Council headed by Vice President Yemi Osinbajo, which is working on a wide range of business environment reforms, ranging from making our planned visa-on-arrival regime a reality, to ports reform, to improving the speed and efficiency of land titling and business registration. We aspire to make Nigeria one of the most attractive places to do business.
Let me now focus on the priority investment sectors for our administration: Infrastructure, Industry, Agriculture, Mining and the Digital Economy.
Infrastructure: For far too long Nigeria has under-invested in the critical infrastructure necessary for a modern economy. Now, that is set to change. We are working hard to bridge an electricity deficit of several thousand megawatts, which will require substantial private sector investment, especially in Transmission. Our railway system is being opened up after decades of government monopoly that has hindered the needed private sector investment. We are well on course with a concessioning deal that will see General Electric take over hundreds of kilometers of existing rail assets, and invest billions of dollars to upgrade assets and services.
On Industry, there is the Nigerian Industrial Plan that has come into force. The implementation is directed at interventions to improve productivity and output in five industry groups, namely: agri-business and agro-allied; solid minerals and metals; oil and gas; construction, and light manufacturing.
Currently, investments and partnerships are being directed to leather and leather products; sugar; palm oil processing; food processing, specifically tomato and fruit processing. Automobile assembly and manufacturing are important to the diversification of the Nigerian economy. Industrial zones and parks are being established. This is work in progress. American, indeed other foreign investors, are invited to come and avail themselves of the opportunities we are creating.
In Agriculture, through our Agricultural Promotion Policy (APP), we are prioritizing the improvement in domestic production of rice, wheat, maize, fish, dairy milk, soya beans, poultry, fruits and vegetables, and sugar, as well as the export of cowpeas, cocoa, cashew, cassava (starch, chips and ethanol), ginger, sesame, oil palm, fruits and vegetables, groundnuts and cotton. To achieve these goals, we are ready to partner with and support willing private investors, by creating an environment that is stable, safe, and competitive. I am pleased to note that Coca Cola has recently invested substantially in one of Nigeria’s best-known dairy and fruit juice companies, and is looking to increase its stake over the next few years.
In Mining, Nigeria is determined to build a world class minerals and mining ecosystem designed to serve a targeted domestic and export market. To accomplish this, we are prioritizing exploration, local processing of our mineral assets with provision of generous incentives including favorable tax regimes and royalties to investors interested in our market. We have as part of this identified mineral resources, which exist in commercially viable quantities, and designated them as strategic priorities for Nigeria’s domestic Industrialisation and Infrastructure requirements. At the same time we are not unmindful of environmental concerns and safety and welfare of miners.
Opportunities abound in the Digital Economy, which, like Infrastructure.
For the benefit of our prospective partners new to Nigeria let me briefly tell you about my country. It is a nation of about 180 million people. Which means an abundance of labour. PASTOR ARRAIGNED FOR STEALING JWERIES
A 23-year-old, self-acclaimed pastor, Nkechinyere Ndukwe, on Thursday appeared before an Ebute Meta Chief Magistrates’ Court for allegedly stealing jewellery valued at N10 million. Ndukwe is facing a three-count charge bordering on conspiracy, stealing and obtaining under false pretence. (adsbygoogle = window.adsbygoogle || []).push({}); When the charge was read out to the accused, she entered a plea of not guilty. The Magistrate, Mrs Helen Omisore, granted Ndukwe bail in the sum of N1 million with two responsible sureties in like sum. The magistrate ordered that one of the sureties must possess land property within the court’s jurisdiction. Earlier, the prosecutor, Insp. Cousin Adams had told the court that the accused and others now at large committed the offence on March 9, at GRA, Ikeja. He further told the court that Ndukwe had asked the complainant, Ifeoma Isiuwa, to bring all her jewelry valued at N10million for her to commence prayers on behalf of Isiuwa. “When the complainant asked that her jewelry be returned to her, the accused was unable to produce them,” he said. The prosecutor said that rather than return the jewellery to Ndukwe, the accused told her that she had converted them into her own personal use. Adams said that the offences against the accused contravened Sections 285, 312 and 409 of the Criminal Law of Lagos State, 2011. Section 285 prescribes three year jail term while 409 states two years for offenders. The court has adjourned the case till Oct. 17, for mention.
COURT SENTENCED A MAN TO THREE STROKES OF CAIN FOR SELLING PUPPY 🐶!
A Gudu Upper Area Court on Thursday sentenced a 28-year-old man, Kingsley Natty, to three strokes of cane for selling employer’s puppy.
The Upper Area court judge, Umar Kagarko, warned the convict to desist from such act.
He said he gave the light sentence because the convict pleaded guilty and begged for leniency.
Natty of Zone ‘C’ Uncompleted Market, Apo, had pleaded guilty to two counts of criminal breach of trust and cheating.
The Prosecutor, Donatus Abah, told the court that Okoye Franklin of Harmony Estate, Wumba village, reported the matter at Apo Police Station on September 6.
He said the complainant had sometime in 2015 entrusted his three dogs to the convict to raise with a monthly payment of N5,000.
The prosecutor told the court that one of the dogs delivered three puppies and one of the puppies died.
He said that the convict hid one of the puppies, pretending that the dog delivered only two.
“He was later caught selling one of the puppies,” Abah said.
The prosecutor said that during police investigation he admitted committing the crime, which contravened sections 312 and 322 of the Penal Code.

The Nigerian leader Muhammadu Buhari has asked the United Nations to help mediate with the terror group, Boko Haram, in order to free the over 200 abducted Chibok girls.
The teenage girls were kidnapped by the Boko Haram in April 2014 from their government-owned school in Chibok, Borno State. The Buhari administration has faced heavy criticisms for its inability to secure the release of the girls.
Speaking on Wednesday in New York during a bilateral meeting with UN Secretary General, Ban Ki-Moon, Mr. Buhari said his government was willing to accept the UN as a mediator. He reiterated his earlier stance that it was difficult identifying the credible leadership of the sect.
“The challenge is in getting credible and bona fide leadership of Boko Haram to discuss with,” the President told the UN Scribe. “The split in the insurgent group is not helping matters. Government had reached out, ready to negotiate, but it became difficult to identify credible leaders. We will welcome intermediaries such as UN outfits, to step in.”

Speaking during a bilateral meeting with the UN scribe at the sidelines of the 71st UN General Assembly in New York, President Buhari said the Nigerian government was willing to bend over backwards, to get the Chibok girls released from captivity.
“The challenge is in getting credible and bona fide leadership of Boko Haram to discuss with,” the President said, adding that, “The split in the insurgent group is not helping matters. Government had reached out, ready to negotiate, but it became difficult to identify credible leaders. We will welcome intermediaries such as UN outfits, to step in.”
The President reiterated that the teachings of Boko Haram were far from being Islamic, as neither Islam, nor any other religion, advocates hurting the weak and innocent.
“The fact that they kill men, women, children, and other people wantonly, and shout Allahu Akbar (God is great) shows that they do not know that Allah at all. If they did, they would not shed innocent blood,” President Buhari said.
He thanked Ban Ki-moon for the moral and material support given to Nigeria, which has enabled the country surmount many of the challenges facing her.
In his response, the UN Secretary General congratulated President Buhari on the anti-corruption war, declaring: “You are highly respected by world leaders, including myself. Your persona has given your country a positive image.”
He said the UN recognized the achievements of the Buhari administration against Boko Haram, urging that human rights be upheld always, to prevent a repeat of the scenario being witnessed in Syria.
Ban Ki-moon also thanked the Nigerian leader for his commitment to issues on climate change, adding that the government should “own the Sustainable Development Goals (SDGs),” for the good of its citizens.

ECONOMICS ON IT'S KNEES AS RECESSION BITES
It is hard to find anyone in Nigeria today that is not affected one way or another by the worsening state of the economy. The goodwill that ushered this government to power has all but evaporated. In my recent visit to Nigeria, I overheard a conversation between two roadside hawkers on the rising cost of living in the country and when one mentioned the word “change”, the other retorted angrily, “Holy ghost fire kill that change”!
Nigerians have become beggars because of the lack of work and non-payment of salaries. Even those that are lucky to receive their salaries regularly have seen their pay slashed by as much as 50 per cent. Our hospitals have become mere consulting centres where patients go to die because of the lack of basic medical equipment. With inflation spiralling out of control, because of the rising cost of inputs, business activities in Nigeria are gradually grinding to a halt. Standard&Poors Global Ratings downgraded Nigeria five levels into junk territory on September 16, saying the economy had performed worse than it expected because of the attacks on oil facilities andPresident Muhamadu Buhari’s foreign exchange policies.
At the root of our current economic challenge is the lack of liquidity in the system, due to the huge reduction in revenue receipts from oil. At the height of the oil boom in 2013/14 oil was trading at $110 a barrel. Today, oil prices have plummeted by 60 per cent, from $110 to $44 a barrel and oil production has dropped dramatically from 2.3m barrels a day in June 2014 to 1.4m barrels, a reduction of 40 per cent. Whilst this colossal drop in oil receipts is primarily responsible for this recession, the lack of urgency and ineptitude of government in managing the decline in oil revenue has exacerbated an already dire situation.
We need a bold economic plan that will involve a mix of monetary and fiscal policy measures to get us out of this quagmire. The government will need to embark on a massive infrastructure building programme, unprecedented in our history to address the current economic crisis. This will involve the construction of thousands of kilometres of roads; the revamp and modernisation of our entire railway network and the building of over a million units of social housing in partnership with state governments and the private sector. This will inject the much needed liquidity into the system and create millions of sustainable jobs for Nigerians. We have to spend our way out of this recession. Western Europe did it under the Marshall Plan that restored full employment to its citizens after the 2nd World War; Brazil did it in the 1990s and the UAE of which Dubai is an emirate is doing it today. The Obama administration used “quantitative easing” to inject liquidity into the US economy in 2008/09 to stave off recession. We should not be afraid to borrow, provided projects are well thought out. The gains from the investment will more than pay back any borrowing, if the programme is properly planned and structured.
It is however paramount that the government “follows the money”. The civil servants and public officials that stole previous allocations are still in the system; they have not gone away, thanks to a corrupt judicial system.
It is not enough for ministers to tell us that things will turn around at the end of the year. The millions of unemployed graduates and youths roaming the streets with no prospects, no money and no hope need to hear from their Commander-in-Chief his plans for addressing their situation. They need to hear something more concrete from the government, not wishy-washy promises that amount to very little. The President needs to articulate the government’s strategy for getting us out of this recession, together with timelines and deliverables.
Industrialisation is the way forward for Nigeria and we need to pursue this aggressively. We need to move away from the lazy dependence on fossil fuels and solid minerals we simply dig up from the ground and send abroad for others to process, with no value added. We need to create industrial zones that government can support with grants, low cost loans and 24hr power. We have the greatest need for power and should be leading the research on solar technology and building the world’s largest solar plants here in Nigeria. Sadly, the academia has served Nigeria badly. Allegations abound of vice-chancellors that practically looted their institutions, diverting funds meant for research to themselves.
One of our biggest problems in Nigeria is that policies are not well-thought through before they are rolled out. In these challenging times, the government should have no business sponsoring pilgrimages to Mecca or Jerusalem. We have enough Christian and Muslim billionaires who are more than capable of doing this through charitable trusts.
We seem to be repeating the same policy mistakes on exchange rate we made in the late ‘80s and early ‘90s that led to recession. Running a dual exchange rate regime poses great risks to the economy. It is not unreasonable to assume that those who are able to obtain the dollar at government preferential rate of N197, faced with the choice of investing in their factory or selling the dollars at the current rate of N420 will most likely do the latter. Businessmen, anywhere in the world, would do the same, given the same arbitrage opportunity. It is common sense. This policy will make banks, businesses and individuals who are able to obtain dollars at the preferential rate very rich and lead to the scarcity of the essential goods the policy is designed to benefit.
Like most Nigerians, I find the kerfuffle between the executive and the Senate president a huge distraction, especially at a time when new laws and amendments to existing laws are urgently needed to address our various challenges.
There is an urgent need therefore to look inwards at government spending to release the much needed resources for critical infrastructure. Our leaders should lead by example. The President should not be maintaining a fleet of presidential jets in the current economic climate when the Prime Minister of Britain, the world’s fifth richest economy, travels with British Airways on official engagements. Governors should not be asking civil servants and pensioners that have not been paid for several months to be patient when they and state legislators are the first to collect their own wages.
The incoherent message coming from the Finance Minister, Kemi Adeosun, and the Central Bank of Nigeria is quite troubling. There is a sense that the economy is on autopilot whilst ministers are at a loss what to do. At a time like this, the President desperately needs the best brains around him, wherever he can find them. The present Governor of the Bank of England, Mark Carney, is a Canadian citizen, headhunted from Canada. President Muhammadu Buhari needs seasoned economic advisers to help with policy formulation and implementation, not PhDs without any proved and verifiable experience. With no job, no money and no hope, the potential for civil unrest looms.

KANO STATE WARNED UNPAID CIVIL SERVANTS NOT PROTEST;
The Kano State Government has warned its civil servants, who were yet to collect their salaries due to some reasons, not to stage protest.
This is contained in a statement signed by Mustapha Fagge, Public Relations Officer, Office of the Head of Service, and issued to newsmen on Wednesday in Kano.
The statement said the warning was necessary following report that text massage was being sent to the affected workers through the social media to assemble at Audu Bako secretariat on Friday.
“The attention of the office of the Head of Service has been drawn to a text message being sent through social media to workers who have not received their salary.
“The message calls on the workers to assemble at Audu Bako Secretariat on Friday, Sept. 23 in order to protest,” it said.
The statement urged the workers to disregard the text message, adding that those sending the message were workers who had perpetrated fraud in the payment of salaries over the years.
It said that security agents had been alerted to deal ruthlessly with any person or group that participated in the illegal protest.
It explained that all issues of unpaid salaries or outstanding salaries were with the Ministry of Finance receiving attention
“We are calling on affected workers to channel their complaints or grievances through their respective ministries, departments and agencies, MDAs.

Former First lady, Patience Jonathan, has issued a 14-day ultimatum starting from September 18th to the EFCC to defreeze the $15m found in the accounts of four companies she has links with or face legal action.
Patience Jonathan last week claimed ownership of the money found in the accounts and said they were meant for her medical bills as well as personal purchase.
According to Vanguard, counsel to Patience Jonathan, First Law Associates, in a letter addressed to the acting chairman of EFCC Ibrahim Magu, asked the antigraft agency to defreeze the accounts and tender a public apology to her and that failing to do this, they will file an action at the African Commission on Human Rights at the Gambia demanding N5 billion in exemplary and punitive damages.” Part of the letter reads
“There is no established legal or political precedent for what the EFCC is currently doing to our client. How many former First Ladies in Nigeria have received the Patience Goodluck Jonathan Treatment (PGJT) to have warranted the EFCC to engage in the effrontery to freeze our client’s accounts and subject her to public opprobrium, ridicule and disgrace? This nonsense must stop forthwith. Our client is a respected senior citizen of international repute, a retired Permanent Secretary and the immediate past First Lady of the Federal Republic of Nigeria. Our Client is a law-abiding citizen who has never or at all been the subject of any criminal and/or financial investigation, whether at home or abroad. Accordingly, she has not been found guilty of any criminal conduct throughout a sparkling public service career spanning over 35 years. During the 5 years our client served as First Lady of the Federal Republic of Nigeria between May, 2010 and May, 2015; she was the Initiator/Founder of the A. ARUERA WOMEN FOUNDATION as well as the WOMEN FOR CHANGE INITIATIVE; both of which Non-Governmental Organizations (NGOs) substantially contributed to the 35 per cent affirmative action for women in the country. These investigations have reportedly led to the freeze of our client’s accounts and led to untold consequences to our client’s health and wellbeing. The EFCC must realize that the Economic and Financial Crimes Commission (Establishment) Act 2004 is inferior in content and quality to both the 1999 Constitution of the Federal Republic of Nigeria (As amended) and the African Charter on Human and Peoples Rights, 2004.
